Xenoverse 3 executive producer Masayuki Hiranao addressed the topic in an interview, stopping short of confirming specific new races but offering a telling hint. He said the range of customisation in Xenoverse 3 would be both deeper and wider than what came before, explaining that deeper referred to the available options within each choice and wider suggested entirely new options would be present from the start. Reading between those lines, it is difficult to arrive at any conclusion other than new races being on the way.
